They installed this at a small little town in the country that balloons to 10,000,000 during the covered bridge festival.

I have no idea but does it go across the town and which town is it? Where is the Covered Bridge Festival anyway? I remember going to it when I was three or four and all I remember of the trip was a few bridges and a rodeo.
